Corporal Rubin Abd al-Halim al-Jabari (born October 1, 1948 in Hebron) is a Palestinian politician who served as the first governor of the Hebron Governorate between 2002 and 2007, and later served as the governor of Jericho between 2007 and 2008.

Arif Al-Ja'bari was born in Hebron on October 1, 1948, during the period of the Jordanian administration of the West Bank. He holds a BA in Islamic Studies from Hebron University, and a Diploma in Administration and Library Science from the British Council.

 

Al-Ja'bari worked at Hebron University, where he rose in positions until he assumed the duties of the university's president for administrative affairs between 1980 and 1994. He held the position of Assistant Undersecretary at the Ministry of Awqaf and Religious Affairs in the Palestinian National Authority between 1994 and 2002.

 

In 2002 he was appointed governor of Hebron Governorate, and he continued in the position until 2007 when he was appointed governor of Jericho and the Jordan Valley, which he held until September 15, 2008, when he was granted the rank of minister and was referred to retirement.
