Abu Shehadeh was born to a family from Jaffa in the Mahatta neighborhood of Lod on December 19, 1975. His family had lived in Jaffa for centuries, but in the sixties was forced to move to the city of Lod after disputes over land with the Israeli authorities, but he returned to reside and form a family in Jaffa.

He received his primary education in Ramle, his secondary education at Terracenta School in Jaffa, he continued his academic studies at Tel Aviv University and obtained a BA in political science and the history of the modern Middle East, and a master's in the history of the modern Middle East. He began studying for his doctorate at Tel Aviv University and preparing a thesis entitled “Jaffa, an Arab cultural center during the Mandate period,” but he was unable to pursue it as a result of a visual impairment and as a result of his preoccupation with political work.

He worked for several years in the field of teaching history and political science subjects in several schools in Jaffa, and since 1995 he has worked as a guide and tour guide for Jaffa. He took over the management of the Jaffa Youth Movement for several years, of which he was one of its founders in 2010. He served as a member of the administration and a public body in a number of local and national civil work associations, including: Mada al-Carmel Center for Applied Social Research, Arab Culture Association, Adalah Foundation, and the Arab National Club, and others.

He joined the National Democratic Assembly, and was elected between 2010 and 2013 as a member of the Jaffa Municipality of Tel Aviv. In 2019, he was elected to the thirteenth place in the Joint List, representing the National Democratic Assembly, as the list won 13 seats in the Knesset in these elections.
