Dr. Mohammad A. Mustafa, Ph.D. serves as the Deputy Prime Minister and the Minister of National Economy in the Palestinian Government. He oversees key strategic initiatives such as the Quartet’s Initiative for the Palestinian Economy, the future economic relations with Israel, and the long-term development of several strategic sectors including the energy and industry sectors. In Governments No 15 and 16, he served as Deputy Prime Minister for Economic Affairs. He serves as the Founding Chief Executive Officer of PalTel. He has been the Chairman and Co-President of Palestine Investment Fund PLC since January 1, 2009. He was the Chief Executive Officer since December 7, 2005. Dr. Mustafa is responsible for transforming the Palestine into a professional, transparent and accountable organization. He has also led the Palestine Fund’s efforts to establish and launch a number of leading national companies and international partnerships designed to have more Foreign Direct Investments and create jobs and stability. Some of his major accomplishments in the past three years include: The creation and launching of a one-billion-dollar affordable housing and mortgage financing program, Wataniya Mobile in partnership with the Qatari Q-Tel, Estahe, Sharakat Fund for Small businesses, Palestine Power Generation Company Ersal Center, Amaar Real Estate Group, Al-Reehan Real Estate Investment Company Sharakat Invest, and Khazanah Asset Management Company, with a diversified portfolio of 300 million dollars. He is a Visiting Professor in Engineering, Economics and Operations Management at George Washington University. He also has been an Economic Advisor to H.E. President Mahmoud Abbas since November 15, 2005. In his capacity as Economic Advisor to President, he plays an important role in shaping national economic policies and in guiding the Palestinian authority’s efforts to spur sustainable economic development in Palestine. He is an Economic Adviser to the President of Palestinian National Authority. Previously, he was employed at a number of leading investment and development institutions in the Arab World and internationally. He served as the Founding Chief Executive Officer of the Palestinian Telecommunications Company-Paltel from 1995 to 1996. He was Lead Private Sector Development Specialist for the MENA region at the World Bank, where he has been employed at various positions for over 15 years, where his work covered various countries in four different regions and involved sectors including Private Sector Development, Infrastructure, Industry & Energy, Project Finance and ICT. He held several senior positions across several sectors including: Economic Development, Economic Reform and Institutional Capacity Building, Project Finance, Private Sector Development, and Infrastructure Development. During his tenure there, he helped client governments in the Middle East, Africa and Asia create new sources of economic growth, gained expertise in the areas of public policy, public-private partnerships, corporate finance, and infrastructure development. He served as an Economic Reform Advisor to the Government of Kuwait in 2000. He has also been the Lead Advisor on privatization and public-private partnerships to the Public Investment Fund of the Kingdom of Saudi Arabia from 1997 to 1998. He has an extensive international experience and tenure with leading international organizations and in different regional and global markets. He serves as the Chairman of Wataniya Mobile and Amaar Real Estate Group. He serves as a Member of Arab Palestine Investment Company. He served as Director of Palestine Power Generation Company. He served as a Director at Palestine Electric Company. He served as a Director of The Arab Palestinian Investment Company, Ltd. He served as a Director of Palestine Telecommunications Company P.L.C. and PalTel. He is also a frequent speaker at international forums dealing with international business, investments, sustainability including World Bank, IMF Annual meetings and the Middle East and North Africa Summit of the World Economic Forum, Woodrow Wilson Center, US Institute of Peace, and Baker Institute. Dr. Mustafa holds a Ph.D. and M.A. in Economics and Management from The George Washington University and a B.Sc. degree in Electrical Engineering from Baghdad University.
