Bilal Muhammad Salih Musa Ayoub (January 5, 1958 in Tulkarm - ) is a Palestinian scientist and professor in civil, environmental and water engineering. He was born in the Palestinian city of Tulkarm. He holds American citizenship. He is the director of the Center for Technology and Systems Management at the University of Maryland, an expert in risk analysis, and holds a set of of awards and honors, and has many scientific publications.

Scientist Bilal Muhammad Salih Musa Ayoub was born in the Palestinian city of Tulkarem on January 5, 1958. He joined Kuwait University in 1975, from which he obtained a bachelor's degree in civil engineering in 1979, then moved to the United States of America, where he obtained a master's degree in civil engineering from the Institute of Georgia Technician in 1981, and obtained a Ph.D. in 1983 from the same institute.
