In a remarkable precedent, Palestinian Jerusalemite lawyer Dr. Heba Al-Husseini participated in drafting the Fourth Amendment to the US Foreign Relations Law.
This is the first time that a Palestinian Arab lawyer has participated with such high representation in amending an American law alongside an elite of the American and international legal community, which is considered an acknowledgment and honor for the Palestinian legal community. Because of its recognition of the high, unique and distinguished level enjoyed by Dr. Al-Husseini, where Al-Husseini was unique in representing the Middle East region.
Al-Husseini is considered one of the most prominent members of the American Law Institute, which is working on this amendment. It will later be presented to the US Congress for a vote, and then to the US President for his signature.
Its participation came through the International Advisory Committee, composed of fifteen international figures, including an elite from the American and international legal community, including international lawyers and judges, most notably judges working for the International Criminal Court, and international law professors from various parts of the world, including China and Japan. Australia, New Zealand and Europe.
The scope of the team’s work, in which Al-Husseini participated, included several very important legal topics, including, for example: jurisdiction, state immunity, exceptions to immunity, concluding international treaties, and the law of the sea.
In this regard, Dr. Heba Al-Husseini participated actively and distinguishedly, by reviewing drafts of the law amendment and commenting on them, and providing interventions and discussions on the amendment proposal, in which a group of law professors also participated, belonging to the most prominent law schools in American universities, such as Columbia University, Georgetown University, and Yale University, in addition to professors Law is one of the most prestigious universities in the world, such as the University of Cambridge, the University of Oxford, and the University of Wellington.
Al-Husseini will continue to participate in these meetings and high-level legal deliberations in other rounds in the future, until the final touches are put on amending the law and presenting it to the US Congress.
It is noteworthy that Al-Husseini participated in the Palestinian delegation to the negotiations with the Israeli side, which led to reaching the transitional agreement (Oslo II) and the negotiations on the final status, and was the head of the Palestinian side in the Legal Committee during the Annapolis negotiations. She also served as director of the Negotiations Support Unit of the Negotiations Affairs Department. In the Palestine Liberation Organization, and continues to provide legal advice on many important files.
Al-Husseini is also a member of the Palestinian Bar Association, and practices the legal profession in the Palestinian territories, through her office located in the city of Ramallah, which is considered one of the most prominent offices in Palestine and the Middle East. In addition, she is also a member of the United States Bar Association.
